About

An advisory practice built on research and on shipping software at scale.

The practice

Tutelare

Tutelare is an advisory practice founded in 2026 to help organizations scale human oversight of AI. It is based in Bellevue, Washington. Engagements are usually remote, with on-site time for assessment work when it helps.

Who leads it

Scott Thurlow

Until June 2026, Scott was a Principal Product Manager at Microsoft and product lead for the M365 Copilot agentic platform, which first- and third-party teams use to build AI agents. Before that he ran pilots and structured evaluations of AI coding agents in Microsoft 365 engineering, looking at failure modes, adoption and governance across multiple teams, and put Copilot to work drafting specifications from meeting transcripts, documenting where its grounding and citations fell short.

He is a doctoral researcher at Purdue University (Doctor of Technology, expected 2028), studying how engineering organizations scale human oversight of AI-generated code. The work draws on lean production and Cleanroom statistical quality control, and on research into how people supervise automation.

Rules and review have run through his work for a long time. At Microsoft he led email features for Outlook, including the Rules Wizard, the subject of two of his eight patents. He shipped MSN Search's federation with Expedia, which recognized the intent in natural-language travel queries and filled the slots of structured API calls: the pattern AI tool calling uses today, long before it was called AI. He was an early adopter of machine learning at MSN Travel, tuning a matching model with training data curated by human labeling teams. He led Expedia's hotel inventory and booking platform, and later led an infrastructure initiative adopted across Microsoft and integrated into .NET 8. Much of that work was setting up how large teams plan, review and govern what they ship.

He holds a B.Sc. in Computer Science and Physics from the University of Toronto, an MBA from George Mason University, and a graduate certificate in the Foundations of Artificial Intelligence from Purdue University.
